Competition

Debreceni Infrastruktúra Fejlesztő Kft. (Debrecen Infrastructure Development Ltd., hereinafter referred to as the “Contracting Authority”) announces a call for an international architectural design competition (hereinafter referred to as the “Design Competition”) titled "The New Exhibition Building of the Hungarian Natural History Museum in Debrecen”. The aim of the competition is to design a building for the museum aligned with the functions already located on site. 
The Contracting Authority expects the submission of works to the Design Competition meeting the following criteria: 

  • realizing a facility that will present natural science content in a forward-looking form; be able to attract visitors from home and abroad to Debrecen; be linked to the Culture Park (zoo and amusement park) and to other functions already located in the Great Forest (Nagyerdei Stadium, Sziget-Blue Theme Park, Sports Centre, Békás Pond, Aquaticum);

  • functioning as a community space where families and people who want to learn and have fun, as well as representatives of the scientific and museum professions can meet, and connecting to its surroundings and serving as an open space on an everyday basis for those living in the area;

  • applying unique, revolutionary architectural solutions, serving as a defining cultural and scientific community institution in Central Europe, being one the most modern, innovative and environmentally aware buildings in Europe, providing a venue for world-class exhibitions, a place satisfying the requirements of the present and the future and a venue setting museum-going trends.

  • A priority will be to exploit the potential of the proximity of the Cultural Park, designing the immediate surroundings of the building to create a high-quality natural and built environment in a sustainable way.


The Hungarian Natural History Museum is a renowned base for scientific research, both in Hungary and internationally, and one of the most popular museums among visitors. The mission of the museum is to provide usable knowledge and understanding of nature, the processes taking place in our environment, nature, humans and the world made by them. 

With a gross floor space of approximately 22,900 m2, the main function of the Exhibition Building will be to house approximately 7,200 m2 of exhibition space, 5,800 m2 of public circulation space, reception and circulation areas, 2,800 m2 of office space for museum management and researchers, 2,500 m2 of technical, operational and mechanical space, 4,600 m2 of parking and 14,000 m2 of internal garden and outdoor space. 

The form and nature of the Design Competition

An invitational international design competition reaching the EU threshold, for the preparation of architectural design documentation for the new exhibition building of the Hungarian Natural History Museum in Debrecen, which invites submissions from both Hungarian and international architects.
As a result of the Design Competition, the Contracting Authority wishes to conclude a design contract with the 1st prize-winning designer, as a result of a negotiated procedure without prior publication of a contract notice, in accordance with Article Section 98 (5) of the Public Procurement Act, for the preparation of design documentation for the design of the new exhibition building of the Hungarian Natural History Museum in Debrecen.

The nature of the Design Competition: open during the pre-qualification phase and restricted during the invitational phase for the submission of entries.
In the first phase of the procedure, the Contracting Authority assesses whether the applicants are suitable to fulfill the contract and selects those who are qualified, up to a certain number, to be invited to submit a design proposal.
The number of tenderers invited to the Competition Phase of the present Design Competition is 14, of which 10 are directly invited.
If the directly invited tenderers submit an invalid pre-qualification application or fail to submit a pre-qualification application, eligible tenderers will be invited up to the predetermined limit number of tenderers.

Introduction
After teaching biology for five years, Zsolt Bernert began working as an anthropologist and museologist at the Hungarian Natural History Museum (MTM) on 1 January 1999. Over the years, he has published more than 250 scientific and educational papers, taught over 10,000 classes, and contributed to the creation of numerous exhibitions. With this extensive experience, he applied for the museum's leadership position.

From 1 August 2019 to 30 June 2024, he served as the Director general of MTM. As of 1 July 2024, he is leading the professional activities of the museum as the Director general of the Public Collection Centre of the Hungarian National Museum - Hungarian Natural History Museum.

In recent years, he has not only visited Hungary's most important museums and exhibition sites but also systematically toured museums in around twenty European and Asian countries to learn about the latest exhibition and collection techniques. He has used these insights to introduce several innovations at the MTM, working closely with his colleagues.

Together with the museum's leadership team, he has prepared and reviewed numerous documents to support the development of MTM and to plan for its relocation.

As a member of the Museum College of the National Cultural Fund, he has been monitoring the exhibition and collection activities of Hungarian museums for several years.

Introduction
Born in Budapest in 1980, Lóránt Perényi graduated from the Institute of Applied Arts at the University of West Hungary in 2005. During his studies, he was a scholarship student at Kunstuniversität Linz in 2003 and a visiting student at the Faculty of Architecture, University of Porto, in 2004.

After completing his degree, he gained international experience in his professional career, which developed as follows:
  • 2017 – 2022: SPP Architecture Ltd., Budapest (his own architectural firm)
  • 2013 – 2016: TIBA Architect Studio Ltd.
  • 2012: Mileni House Bt. – He was involved in the construction of solar power plants in Germany

Introduction
Dr. László Papp, the Mayor of Debrecen, a city with county rights, has played a pivotal role in shaping the city’s development and future through his vast experience and deep commitment. He earned his law degree from the Faculty of Law at the University of Miskolc in 1996, followed by successfully passing the bar exam in 1999. He practiced as a lawyer until 2010. His political journey began in 1998 when he was first elected as a municipal representative in Debrecen. Over the past 25 years, the citizens of Debrecen have continually placed their trust in him, re-electing him in every election. This long-standing support has allowed him to gain profound experience in all aspects of municipal governance.

Dr. Papp has served as the chairman of the Environmental Committee and a member of the Property Committee. Between 2002 and 2010, he was the leader of the Fidesz faction, the chairman of the Procedural Committee, and a member of the Property Committee. From 2010 to 2014, he served as Deputy Mayor, responsible for entrepreneurial assets and city strategy.

In 2014, he was elected Mayor of Debrecen, a role in which he continues to serve with distinction. In addition to his mayoral duties, Dr. Papp holds several important public positions. He is a board member of the "Debrecen for Hungarian Football" Foundation and serves as chairman of the Supervisory Board of the Alliance of County-Ranked Cities. Furthermore, he contributes to the work of the Monitoring Committee for the Territorial and Settlement Development Operational Program of the Ministry of National Economy, as well as the National Council for Performing Arts of the Ministry of Human Capacities.

Introduction
István Gábor deepened his experience in architectural design during the decade following his university studies, primarily working on projects related to public buildings and monuments in rural areas. He began working on urban development and regulatory plans around the turn of the millennium, in the same office where he had previously designed buildings.

Among his independent design projects are several residential and public buildings, including a guesthouse and restaurant located in the main square of Polgár, realized with support from the Phare program. He also played a key role in the planning of welfare-oriented developments in the Erdőspuszták area of Debrecen.

He became involved in building administration from 2003, after gaining some experience as a chief architect in a few towns. Initially focused on regional planning, from 2007 onwards he dealt with urban regulation and development experiments in Debrecen until his appointment as chief architect.

As chief architect, he participates in local design competitions, as well as directs or represents the Municipality in architectural and urban planning councils. He considers himself fortunate to have worked in an office where experimentation and community involvement were important elements of the design process. He hopes to have successfully integrated these values into the administrative and management culture as well.

Introduction

Pauline Asingh is archaeologist and lead exhibition developer at Moesgaard Museum, Denmark. Among several research and communication projects, she was part of the working group for competition and design of Moesgaard Museum's 16,000 m2 exhibition building, which was inaugurated in 2014. She is responsible for innovative exhibition and communication concepts aimed at attracting three generations of visitors at Moesgaard Museum. Pauline was the recipient of the Westerby-price in 2023 for longstanding pioneering efforts of communication of Danish prehistory.

Introduction
At the invitation of the Hungarian Chamber of Architects (MÉK), he participates in the Jury's work, and as an architect from Debrecen, he considers this invitation a particularly great challenge!
Over the years, he has gained experience on many domestic and several international design juries.
As an architect, he has primarily worked in the eastern part of the country, focusing mainly on public buildings, with occasional forays into larger projects in Budapest and around Lake Balaton. Under his leadership, his teams have completed projects that include educational, cultural, and hotel buildings, hospitals, and sports halls.
He has also contributed to the renovation and restoration of many prominent heritage buildings and complexes in Debrecen and Budapest.
He is the president of the Hajdú-Bihar County Chamber of Architects, currently serving his fourth term in office.

Introduction
Benedetta Tagliabue is an internationally renowned architect and co-founder with Enric Miralles (1955–2000) of EMBT Architects in 1994. She is known for iconic works like the Scottish Parliament Building in Edinburg 2004, the Santa Caterina Market in Barcelona 2005, and the Spanish Pavilion for Expo Shanghai 2010. Recent works include Ferrara's San Giacomo Apóstolo Church 2019 and Kálida Sant Pau Centre – Part of Maggie's Centre Network in Barcelona 2019 and leads many on-going projects worldwide. She is a visiting professor at Harvard, Columbia, and ETSAB and serves on prestigious international award juries. She has received several awards, including the RIBA Stirling and National Spanish prizes.

Introduction
Urban architect with her own studio since 2014, who specialises in urban strategy and urban planning. She has a degree in Architecture from the ETSAB (UPC) and holds a Master of Science in Urban Planning from Columbia University. She has collaborated with the UN-Habitat Agency on projects in Colombia, Mexico, Peru, Paraguay, Ecuador and Cuba. She has also served as an associate professor in the Department of Geography of the Universitat Autònoma de Barcelona and as a member of the Board of Trustees of the Fundació Catalunya Europa de Pasqual Maragall. Previously, she was a member of the Barcelona Regional team (1999-2013), where she was in charge of the Urban Strategy Department (2006-2013). She was a member of the scientific advisory board of the European agency ESPON (2017-19) and councillor of Barcelona City Council (2019-2020). Since 2023, she has been the chief architect at Barcelona City Council.

Mirko Zardini is an architect, author, and curator. After working with Giancarlo De Carlo, he led an architectural practice in Milan and Lugano with Lukas Meyer and was editor of Casabella magazine (1983-1988) and Lotus International (1988-1999). He has taught design and theory at architecture schools in Europe and the United States, including Princeton University, Harvard University, Swiss Federal Polytechnic Zurich, and the Federal Polytechnic Lausanne. Introduction
Stefano Casciani (Rome, 1955) is internationally renowned as one of the most active contemporary architecture critics and communicators, especially for his deep interest in the merging of architecture, design and art. After his studies in literature and architecture in Rome, he started his career in Milan on 1980 as freelance editor of Domus magazine and as a designer with Studio Alchimia and Alessandro Mendini. From 2000 to 2011 he was back at Domus magazine as Managing Editor. His work both as a critic and designer has been recognized with important awards, like the Compasso d'Oro 2000 for his seminal TV series Lezioni di Design (Lessons in Design) for RAI Television. 
In 2012 Casciani founded the magazine disegno. la nuova cultura industriale and since then he is the magazine's Editor in Chief and Publisher. Introduction
Zoltán Győrffy is an architect who has built a successful career through education and work at prestigious institutions and projects. He started his studies at Péchy Mihály Secondary School in 1988 and continued at the University of Debrecen's Faculty of Engineering from 1992 to 1996. In 2001, he graduated from the Faculty of Architecture at the Budapest University of Technology and Economics, earning a diploma award. He later enhanced his skills through the Master School of Architecture’s XX cycle and a DLA master’s program at Moholy-Nagy University of Art and Design (MOME).
Zoltán has held several important roles throughout his career. Since 2015, he has been the managing director of MAG Építész Műterem Kft. He also contributed to education by teaching at the University of Debrecen’s Faculty of Architecture from 2010 to 2013. He remains active in professional and public roles, currently serving as a board member of the Hajdú-Bihar County Chamber of Architects and as a member of the Regional Design Council.
He has received several awards, including the Pro-Architectura Award and the Media Architecture Award in 2016. His work has been featured in many exhibitions, such as the Architectural Salon and the BIG SEE event in 2019, as well as international exhibitions like Piranesi and Laterizio.it.
With these achievements, Zoltán Győrffy has become a significant figure in Hungarian architecture, continuously contributing to the profession through his work and public involvement.

Martha Thorne, an urbanist, writer, and facilitator of architecture events and competitions has served as Senior Advisor to the Henrik F. Obel Foundation,  Dean of IE School of Architecture and Design for seven years, and Executive Director of the Pritzker Architecture Prize from 2005 to 2021. Dr. Bernadett Paróczai serves as the Head of the Public Procurement Department at the Municipality of the City of Debrecen with County Rights and is a delegated member of the Public Procurement Authority Council by the Association of Cities with County Rights. 

As a delegated member of the Association of Cities with County Rights, she has over 20 years of experience in public procurement, including more than 10 years specifically in the area of design tenders.

As Head of the Public Procurement Department, she is responsible for ensuring the flawless execution of the department's tasks, which includes compliance with relevant laws and internal regulations, impeccable administration of procurement procedures, and adherence to the European Union's public procurement schedule.

She actively contributes to this mission, striving to improve and enhance the efficiency of the Hungarian public procurement system. She is also a delegated member of all working committees of the Ministry of Construction and Transport's Interest Reconciliation Council, which are involved in drafting the implementation and ministerial decrees related to the state construction investment law.

Introduction
Sára Schilling has been involved in the realization of the Liget Budapest Project since 2015. As the Director of Museum Programming she is responsible for the high-level implementation of all professional tasks related to museum developments ereated within the framework of the project.

She worked in the preparations leading to the comprehensive reconstruction of the Museum of Fine Arts, Budapest. She played an active role in the creation of the National Museum Restoration and Storage Center, a modern background institution for museums where she aided the process from the creation of the program all the way to the completion of the building.

Introduction
Barnabás Herényi earned his degree in Architecture from the Budapest University of Technology and Economics and his qualification as an International Project Manager from Corvinus University of Budapest.

Since 2018, he has worked as a sustainability consultant on numerous new construction projects, existing building renovations, and urban-scale developments. He has been responsible for sustainability management on several high-profile projects, including the MOL Campus and Agora Budapest.
In 2021, he obtained accredited expert status in LEED, the world's most widely used sustainability building certification system. Since the fall of 2024, he has been leading the sustainability group at Óbuda Group.

Introduction
She has been involved in the infrastructure development of the Debrecen North-Western Industrial Area since 2019. She is responsible for the engineering, technical supervision and project management of the road and utility development projects related to BMW and its suppliers. The preparation of design reviews related to the development of the industrial park is an integral part of her work, aiming at conceptual and quality review and prevention of additional works.

She has prepared technical development plans for the investor areas and public infrastructure networks of the Szeged Industrial Park, with a strong focus on technical, efficiency and economic aspects. The task also included determining the regulatory width by mapping the routes of the investor areas and utility networks, and taking typical cross-sectional samples. The approval plan formed the basis for design, procurement, construction and investor attraction.

She played an active role in the preparations for the establishment of the 704-hectare Debrecen South Industrial Park and the 127-hectare Nyíregyháza Industrial Park. The development concepts involved assessing the potential for accessing the area from public roads, determining the layout of the internal road network, identifying possible routes for access roads, and planning facilities for bicycle and pedestrian traffic.

Introduction
Attila Nagyhaju graduated with a degree in Architecture from the Faculty of Engineering at the University of Debrecen in 1999. He continued his studies between 1999 and 2001, earning another degree in Urban Engineering. From 2004 to 2007, he pursued an advanced professional training course in Urban Engineering at the Corvinus University of Budapest, obtaining a certified degree in the field.
 
Throughout his career, he has been involved in the development of structural plans, descriptions, local building regulations, and regulatory plans for numerous settlements, including both cities and smaller municipalities.
 
Since October 2007, he has been working at the City Planning Department and later at the Chief Architect's Office of the Mayor’s Office of Debrecen. His responsibilities have included coordinating and overseeing the implementation of regional development and urban planning projects, preparing and reviewing urban planning documents commissioned by the Municipality for approval by the City Council, assisting in legal compliance checks, and developing urban planning tools as part of the Municipality's in-house design work. Additionally, he has been involved in the preparation of design proposals, decision-making studies, and documentation for city planning and urban landscape development tasks, as well as participating in the professional coordination of urban environment shaping and heritage protection.

Introduction
After earning his degree in architecture in 2002, Ágoston György Szabó gained extensive professional experience in project management, technical supervision, and investment implementation by holding mid-level management positions at various construction companies and state-owned property management firms until 2015.

Since 2015, he has been running his own business as the managing director of BON CONTROL Kft. The company, with its team of seven employees, specializes in preparing detailed, unpriced budgets and cost estimates for architectural and structural design documentation. They also focus on producing cost estimates for the preparation phase of investments or for design competitions.

Over the past decade, BON CONTROL Ltd. has prepared budgets for a wide range of projects across the entire Hungarian construction industry. These projects have included agricultural, industrial, social, educational, healthcare, cultural, sports, tourism, heritage conservation, and market-based real estate developments. Among the nearly 1,000 budgets they have completed, which together exceed a total construction value of 1,000 billion HUF, the most notable is the preparation of the architectural and structural budget for the Budapest Athletics Stadium, as well as the compilation of the general budget.

Introduction
As a landscape architect, she has been part of several award-winning teams in national design competitions. She has over ten years of international experience in designing high-end private estates and resort developments in the UK, Greece, Turkey, Egypt, Morocco, the UAE, and Hong Kong.

In recent years, as a freelancer, she has served as the lead landscape architect or coordinator for numerous projects in Debrecen. Her commissions cover a wide range of outdoor design projects, including public spaces and parks, as well as outdoor environments for educational, cultural, social, and recreational institutions. Notable projects include Dósa Nádor Square, Fényes Udvar Park Reconstruction, Debrecen German Primary School, the Vehicle Laboratory Building of the University of Debrecen, the Family Support and Child Welfare Center, and Debrecen Aquaticum.

In her work, her responsibilities extend from creative concept development to the execution of the permitting process, detailed construction planning, and project coordination, all in close collaboration with clients and other professionals. She consistently prioritizes not only professional and legal requirements but also the principles of "genius loci" (the spirit of the place) and environmental consciousness and sustainability.

Introduction
Between 2004 and 2022, he was the head of the Central Data Archive and IT Department / Digital Image Archive at the Hungarian National Museum. His name is associated with several significant projects, including the coordination of the design and implementation of the Memorial House and Museum in Rodosto in Honour of Prince Ferenc II Rákóczi and the Hungarian Political Emigration (2010), serving as the chief curator of the exhibition "More than Solidarity: A Thousand Years of Hungarian-Polish Relations" (2011), and realising the exhibition "Ars et Virtus: Croatia-Hungary—800 Years of Shared Cultural Heritage" (2021). In 2015, he participated in the renewal of the Hungarian National Museum's website, which won a special award in the Social and Civil category at the Website of the Year competition.

In 2022, he transitioned to a role in public administration. He first served in the Museum Department within the Secretariat for Culture at the Ministry of Human Resources / Ministry of Culture and Innovation, and from May 2024, he became the head of the Department of Public Collections.

Introduction
Ágota Buzár graduated as a biologist from Eötvös Loránd University. She has been working at the Hungarian Natural History Museum since 2004. Over the past 20 years, she has worked as an exhibition and public education specialist and later conducted historical anthropological research as a museologist.
She has organized and led hundreds of museum education sessions, guided tours, lectures, collection visits, and public education programs, and has participated in the design and creation of more than 20 exhibitions. Since 2019, she has been the head of the Department of Anthropology, and since 2020, she has been assisting the director as the deputy director -general for public education.
Her responsibilities include managing the general operation of the museum's two branch institutions in Gyöngyös and Zirc. In addition, she oversees four organizational units (exhibition design, public education, audience services, and communications and marketing). She leads several domestic and EU-funded projects, including public education and scientific initiatives, manages the museum’s strategic planning and organizational development processes, updates regulations, and participates in the institution’s advisory boards (as Chair of the Exhibition and Public Education Committee, and as a member of the Collections Committee, the Scientific Committee, and the Digitization and IT Committee). She is also the chair of the supervisory board of the Foundation for the Hungarian Natural History Museum.
She considers the innovative development of all areas of museum operations as a key task, aiming to create a modern, open, community-focused museum that maintains a strong connection with society. One of the greatest achievements of the museum’s consistent and deliberate team efforts, in her view, is the doubling of visitor numbers between 2019 and 2024.
In recent years, she has studied the best practices of exhibitions, visitor engagement, and knowledge dissemination in various European museums. Together with her colleagues, she developed the new professional concept for the Hungarian Natural History Museum and has prepared and reviewed numerous documents related to the museum's development and its relocation.
